会泽县生态文明建设成效评价与对策研究

摘　　要：本文分析了自然条件、经济发展状况对会泽县生态文明建设的影响,并将会泽县的生态文明建设历程分3个阶段进行了总结。应用动态分析法,对会泽县的生态文明建设从国土绿化、森林经营和管护、自然保护地建设、野生动植物保护、生态公益林建设、保障机制建设、草地和湿地生态修复保护建设、宜居环境建设8个方面进行了评价。得出评价结论,一是取得的成效:国土绿化成效显著、森林经营效果明显、生物多样性得到有效保护、缓解了保护与林农权益的矛盾冲突、制度建设和管理能力不断提升、宜居环境得到明显改善;二是存在5个方面的不足,针对存在的问题逐一提出了建设性的建议,即继续开展国土绿化行动,加快扩绿进程;加大生态保护力度,夯实护绿行动;实施生态环境分区管控;精准实施森林经营,提升碳汇能力;拓展“绿水青山”向“金山银山”转化的途径。客观反映了会泽县生态文明建设的现状和效果,提出的结论和建议符合实际,对生态文明建设具有重要的借鉴和指导意义。This paper analyzes the impact of natural conditions and economic development on the construction ecological civilization,in Huize County and summarizes the process of ecological civilization construction in Huize County in three stages.The dynamic analysis method is applied to evaluate the ecological civilization construction of Huize County from eight aspects:land greening,forest management and protection,nature reserve construction,wildlife protection,ecological public welfare forest construction,safeguard mechanism construction,grassland and wetland ecological restoration and protection construction and livable environment construction.The evaluation conclusions are drawn.On the one hand,the achievements have been obtained:significant results in land greening,obvious effects of forest management,effective protection of biodiversity,alleviation of the conflict between protection and the rights and interests of farmers,continuous improvement in system construction and management capabilities,and significant improvement in the livable environment.On the other hand,there are five aspects of deficiencies,Constructive suggestions are put forward,namely,continuing to carry out land greening actions and accelerating the process of greening;strengthening ecological protection and consolidating green protection actions;implementing ecological and environmental zoning control;accurately implementing forest management and enhancing carbon sink capacity;exploring ways to"green waters and green mountains"into"gold and silver mountains".This paper objectively reflects the current situation and effects of ecological civilization construction in Huize County.Conclusions and suggestions put forward are in line with reality and have important reference and guiding significance for the construction of ecological civilization.
