摘　　要：保障黄河流域防洪安全与生态安全对促进黄河流域生态保护和高质量发展具有重要意义。利用机会成本法和生态系统服务价值核算黄河下游滩区所在县域生态防洪补偿总成本,确定当量因子测算滩区生态系统服务价值,引入生态补偿系数测算黄河下游滩区所在县(区)2015—2021年生态补偿的阈值。结果表明:(1)黄河下游滩区所在县域总成本存在较为明显的时空差异,研究期内整体上总成本有所下降,中部与东部总成本较高;(2)黄河下游滩区东部区域提供的生态系统服务价值较高,且下游滩区所在县域主要土地利用类型为生活空间与生产空间,生态空间占比最低;(3)黄河下游滩区所在县域生态补偿金额的上限值为19.39亿~30.98亿元,下限值为8.87亿~19.26亿元。因此,黄河下游滩区所在县域应统筹考虑各地资源禀赋,为基于三生空间的国土空间利用分类提供技术支撑;建立生态补偿基金,探索多元化补偿机制,统筹滩区所在县域内外联动发展;因地分类施策,综合整治下游滩区,协调生态防洪与生态占用带来的矛盾。Ensuring flood control safety and ecological safety in the Yellow River Basin is of great significance to promoting ecological protection and high-quality development in the Yellow River Basin.The opportunity cost method and ecosystem service value were used to calculate the total cost of ecological flood control compensation in the county where the beach area of the lower Yellow River is located,the equivalent factor was determined to estimate the ecosystem service value of the beach area,and the ecological compensation coefficient was introduced to estimate the ecological compensation threshold of the county(district)where the beach area of the lower Yellow River is located from 2015 to 2021.The results show that:(1)The total cost of the counties in the lower Yellow River beach area has obvious spatiotemporal difference,and the total cost has decreased during the study period.The counties with higher total cost are mainly concentrated in the central and eastern regions of the lower Yellow River beach area.(2)The value of ecosystem services provided by the east of the lower Yellow River beach area is higher,and the main land use types of the lower Yellow River beach area are living space and production space,and the proportion of ecological space is the lowest.(3)The upper limit value of ecological compensation in the counties where the beach areas of the lower Yellow River are located is 1.939 billion to 3.098 billion yuan,and the lower limit value is 0.887 billion to 1.926 billion yuan.Therefore,the counties in the Yellow River’s downstream floodplain areas should take a comprehensive approach to consider the resource endowments of different regions,providing technical support for the classification of land space utilization based on the integration of production,living,and ecological spaces.They should establish ecological compensation funds,explore diversified compensation mechanisms,and coordinate the interactive development within and outside the counties in the floodplain areas.Moreover,it is necessary
