美丽中国建设对中国经济包容性绿色增长的影响--基于国家生态文明建设示范区的准自然实验

摘　　要：新时代中国经济高质量发展要求兼顾社会公平和环境友好,如何实现包容性绿色增长是社会各界关注的焦点。论文基于2012—2020年278个地级市的面板数据,以国家生态文明建设示范区为背景构建准自然实验,结合连续型双重差分法和渐进性双重差分法实证考察了美丽中国建设对中国经济包容性绿色增长的影响和其内在机制。研究发现:美丽中国建设显著促进了中国经济包容性绿色增长,主要通过推动原有产业结构转型升级、促进亲环境型产业发展、增强人才就地黏性三个路径实现,但美丽中国建设在短期内仍无法打破部分地区的“资源诅咒”效应,对资源型城市、老工业基地、革命老区的经济包容性绿色增长促进作用弱。研究结论是对包容性绿色增长分析框架的进一步扩展,并为城市构建美丽中国、推动经济高质量发展提供理论依据与政策启示。The high-quality development of China’s economy in the new era requires balancing social equity and environmental friendliness,and how to realize inclusive green growth is the focus of attention of all sectors of society.Based on the panel data of 278 prefecture-level cities from 2012 to 2020,this paper constructs a quasi-natural experiment with the policy of national ecological civilization construction demonstration zone as the background,and empirically investigates the impact of the construction of a Beautiful China on the inclusive green growth of China’s economy and its internal mechanism by combining the continuous double-difference method and the progressive double-difference method.The paper finds that the construction of a Beautiful China significantly promotes the inclusive green growth of China’s economy,which is mainly realized by promoting the transformation and upgrading of the original industrial structure,promoting the development of pro-environmental industries,and enhancing the adhesion of talents to the local community.However,the construction of a Beautiful China still cannot break the“resource curse”effect in some regions in the short term,and its role in promoting inclusive green growth in resource-based cities,old industrial bases,and revolutionary old areas is weak.The research conclusions represent a further expansion of the analytical framework for inclusive green growth and provide theoretical basis and policy insights for cities to build a Beautiful China and promote high-quality economic development.
