摘　　要：政府对民生诉求的有效回应是体现现代政府治理能力与治理水平的基础性工程,但民生诉求的碎片化、多元化特性和行政体制的掣肘共同导致政府回应面临“看不见”和“管不了”的双重难题。本研究结合N市民生实事项目的典型案例,识别和提炼出协商式回应这一新型政府回应模式,即通过发挥贯穿政府回应全过程的协商机制,实现开放有序的公众参与、民主科学的意见汇总、责能适配的方案制定以及立体多维的过程监督,进而达成“看得见”也“管得了”的治理目标。协商式回应有效体现了以人民为中心的发展思想在基层治理中的实践转化、从行政主导到协商共治的治理结构优化以及从传统政策执行到更加注重回应民生诉求的治理效能提升等多重变革逻辑。The government's effective response to people's livelihood issues serves as a crucial indicator of governance ability.However,the fragmented and diverse nature of these issues,coupled with administrative constraints,has co-caused a longstanding"invisible"and"unmanageable"dual dilemma in government response.Based on a case in N City,we identify and refine a new model called consultative response,wherein local governments facilitate open and orderly public participation,democratic and scientific opinion aggregation,responsive policy formulation,and multi-dimensional process supervision.The study contends that consultative response effectively embodies the practical transformation towards the people-centered philosophy of development in grassroots governance.It also signifies an optimization of governance structure from administrative dominance to consultative governance,as well as an improvement in responsiveness from implementing national will to prioritizing addressing people's livelihood issues.
