东北高等教育支撑区域人口高质量发展的路径探析

摘　　要：东北地区早于全国进入人口负增长阶段,少子化、老龄化、区域人口增减分化等人口现状正在消解东北的人力资源存量,由劳动力无限供给所形成的东北“人口数量红利”正在逐渐消失。高等教育主要通过直接、间接和衍生路径等作用于人口发展、激活“人口质量红利”。立足东北高等教育已有优势,积极应对挑战,需要增强高等教育支撑人力资本积累的直接效能,升级高等教育适配人力资本技能结构的间接效益,优化高等教育营造人口良性迭代文化环境的衍生效应,最终实现以人口高质量发展支撑东北全面振兴。Northeast China entered the stage of negative population growth earlier than the whole country.The current population situation is depleting the human resource stock in Northeast China.The“population quantity dividend”in Northeast China is gradually vanishing.Higher education mainly acts on population development and activates the“quality dividend of population”.Based on the existing advantages and actively responding to challenges,it is necessary to enhance the direct efficacy of higher education in supporting human capital accumulation,upgrade the indirect benefits of higher education in adapting to the skill structure of human capital,optimize the derivative effect of higher education in creating a favorable cultural environment for the benign iteration of the population,and ultimately achieve high-quality population development to support the comprehensive revitalization of Northeast China.
