International Student Recruitment Policies in Canada Since World WarⅡ: Historical Evolution, Practical Effectiveness and Value Orientation

摘  要:二战以来,加拿大吸引了数以百万计的国际学生赴加留学,为国家经济建设、社会进步和文化繁荣作出巨大贡献。文章采用历史—因素分析法对二战以来加拿大国际学生招收政策的历史演进进行系统梳理,研究发现加拿大的国际学生招收政策大致经历了三个发展阶段:教育援助阶段、教育援助向教育贸易服务转型阶段和教育服务贸易全面发展阶段。这些政策在实践中取得显著成效,使加拿大招收的国际学生数量不断攀升,并在2022年成为世界第二大留学目的国。加拿大的国际学生招收政策在不同历史阶段体现不同的价值取向——教育援助阶段以政治导向为主,教育援助向教育贸易服务转型阶段以经济导向为主,教育服务贸易全面发展阶段以人才导向为主。Since World WarⅡ,Canada has attracted millions of international students,making a significant contribution to the country’s economic development,social progress,and cultural prosperity.This research employs a historical-factor analysis approach to systematically trace the evolution of Canada’s policies on recruiting international students.The research results reveal that Canada’s international student recruitment policies.The findings reveal that these policies have undergone three main stages of development:the education assistance stage,the transition from education assistance to educational trade and services stage,and the full development of educational trade and services stage.These policies have achieved significant results,leading to a steady increase in the number of international students in Canada,which became the second-largest destination for international education worldwide in 2022.Canada’s international student recruitment policies reflect distinct value orientations at each stage of development:during the education assistance stage,the focus was on political objectives;during the transition stage,the emphasis shifted to economic motives;and in the rapid development stage,the primary focus shifted to talent attraction.
