摘 要:加强高校数据治理是纵深推进高等教育数字化改革,开辟高等教育高质量发展新赛道的关键举措。从斯坦福大学、伦敦大学学院、昆士兰大学等世界一流大学数据治理实践来看,其主要存在以下四个特征:结合学校发展实际制定数据治理战略目标;形成完善的组织架构,引导全员参与,并明确角色分工;搭建信息共享平台,凝聚数据治理共识文化;注重发挥评估导向作用,推进数据治理持续发展。通过分析上述一流大学的数据治理特征,对我国高校加强数据治理提出如下建议:结合办学定位,科学制定数据战略规划;优化数据治理组织架构,引导全员深度参与;充分发挥政策研究室的院校研究功能,培育循证决策文化;建立健全数据治理成熟度自我评估制度,同时加强高等教育数字化转型成熟度外部评估,形成内外协同的发展格局。Strengthening data governance in universities is a key measure to deepen the digital reform of higher education and open up a new track for high-quality development of higher education.From the data governance practices of world-class universities such as Stanford University,University College London,and the University of Queensland,there are generally four characteristics in their data governance:Developing data governance strategy goals in conjunction with school development goals;Establishing a clear organizational structure,and guiding all staff to participate,and clarify the division of roles;Building an information sharing platform and consolidating a culture of consensus on data governance;Emphasizing the role of evaluation orientation and promote the sustainable development of data governance.By analyzing the data governance characteristics of the top universities mentioned above,the following suggestions are proposed for strengthening data governance in Chinese universities:Scientifically formulating data strategic planning based on educational positioning;Further optimizing the organizational structure of data governance and guide all staff to participate deeply;Giving full play to the research function of the Policy Research Office and cultivating a culture of evidence-based decision-making;Establishing and improving a self-assessment system for data governance,while strengthening external evaluations of the maturity of digital transformation in higher education,to form a development pattern of internal and external collaboration.
