摘　　要：大学作为复杂的社会机构,其功能持续演进和发展,经历了从人才培养到科研研究,再到社会服务的演进过程。从工业时代到智能时代,高等教育结构功能正在发生前所未有的深刻变革。高等教育战略引领力量是高等教育功能在智能时代的系统跃升,主要指在知识传授、人才培养、科技创新以及服务国家和区域经济社会发展战略中发挥的思想引领、价值引领、人才引领、科学引领、产业引领和文化引领等核心能力,包括战略思想力、战略创新力、战略支撑力、战略影响力等核心要素。高等教育战略引领力量进一步确立了中国高等教育发展新的历史方位,提升了中国高等教育发展新的战略地位,拓展了中国高等教育发展新的功能定位。我国应着眼于从教育大国向教育强国的质变与跃升,立足高等教育战略引领力量的生成机制,以创造人类文明新形态为目标,以提升高等教育战略使命感为重点,实现战略性跃升;以实现高等教育现代化为目标,以建设高质量教育体系为重点,实现系统性跃升;以服务人口高质量发展为目标,以提高教育普及化水平为重点,实现阶段性跃升;以服务经济社会高质量发展为目标,以增强高等教育综合实力为重点,实现结构性跃升;以实现高层次人才自主培养为目标,以深化研究生教育改革为重点,实现层次性跃升。As a complex social institution,the functions of universities continue to evolve and develop,and have experienced the transformation from talent training to scientific research and then to social service.From the industrial age to the age of digital intelligence,the structure and function of higher education are undergoing unprecedented and profound changes.Strategic leadership of higher education is the system jump of higher education functions in the era of digital intelligence,and it mainly refers to core competencies such as thought leadership,value leadership,talent leadership,scientific leadership,industrial leadership and cultural leadership in knowledge transfer,personnel training,scientific and technological innovation and serving national and regional economic and social development strategies,including core elements such as strategic thinking power,strategic innovation power,strategic support power and strategic influence.The strategic leadership of higher education has further established the new historical orientation of China′s higher education development,promoted the new strategic position of China′s higher education development,and expanded the new functional orientation of China′s higher education development.China should pay attention to the qualitative change and leap from a big education country to a strong education country,based on the generation mechanism of higher education strategic leading ability,and achieve strategic leap with the goal of creating a new form of human civilization and focusing on improving the strategic mission of higher education;To realize the modernization of higher education as the goal,to build a high-quality education system as the focus,to achieve a systematic leap;To serve the high-quality development of the population as the goal,to improve the level of education as the focus,to achieve a phased improvement;To serve the high-quality economic and social development as the goal,to strengthen the comprehensive strength of higher education as the focus,to ac
