摘 要:山东省拥有优质的海港资源,是共建“一带一路”的重要推动者,其外贸高质量发展对陆海物流网络效率提升与“双碳”目标达成都提出了更高的要求。以山东省参与“一带一路”倡议下的食品出口物流网络为研究对象,重点研究内陆物流枢纽与海港物流网络的联动优化。通过TOPSIS方法筛选出济南、西安、石家庄、银川和郑州等关键节点城市,综合考虑运输成本、碳排放成本和建设成本三个目标,构建了食品出口物流网络多目标优化模型,并应用NSGA-II算法求解,生成帕累托最优解集,得到山东食品出口物流网络的最优布局和资源配置方案。研究结果表明,构建合理的物流网络能够显著降低运输成本和碳排放,提升物流效率和环境效益。多港口情境下的物流网络在成本和环境影响方面优于单一港口情境,且更符合山东省的港口资源条件。基于此,提出政府应加大对内陆物流枢纽建设的支持力度,同时加强国际合作,提升物流网络的国际化水平等政策建议。该研究为“一带一路”倡议下区域物流协同和“双碳”目标的实现提供了科学支持和实践路径,有助于我国食品产业的国际化发展和绿色转型。Shandong Province boasts rich port resources and plays an important role in promoting the Belt and Road Initiative(BRI).Therefore,the high-quality development of its foreign trade has placed higher demands on the efficiency of the land-sea logistics network and the achievement of"the dual carbon goals"of carbon peaking and carbon neutrality.This study takes the food export logistics network under the backdrop of Shandong's participation in the BRI as the research object,with an emphasis on the coordinated optimization between inland logistics hubs and seaport logistics networks.The TOPSIS method is employed to identify the key node cities such as Jinan,Xi'an,Shijiazhuang and Zhengzhou.Then a multi-objective optimization model for the food export logistics network is con-structed,taking into consideration the costs of transportation,carbon emission and construction.As the model is re-solved by the NSGA-II algorithm,a Pareto-optimal solution set is generated to determine the optimal layout and re-source allocation of Shandong's food export logistics network.The results indicate that establishing a well-structured logistics network can significantly reduce transportation costs and carbon emissions while enhancing logistics effi-ciency and environmental benefits.A multi-port logistics network outperforms a single-port scenario in terms of cost and environmental impact,aligning better with Shandong's port resource conditions.Based on these findings,the study suggests that the government should increase support for inland logistics hub development and strengthen in-ternational cooperation to promote the global integration of the logistics network.In summary,this study provides sci-entific support and practical pathways for regional logistics coordination and the realization of"the dual carbon goals"under the BRI,contributing to the internationalization and green transformation of China's food industry.
