摘 要:20世纪90年代,美国已经开始推进校园欺凌的法治化治理,其在校园欺凌报告制度方面有比较丰富的立法和实践经验。通过梳理美国各学区中小学校园欺凌报告制度的具体规定发现,各学区对校园欺凌的判定、校园欺凌报告流程以及配套保障措施都有比较详细的规定。这些规定对完善我国校园欺凌的基本定义、细化强制报告制度以及健全强制报告实施的保障措施提供了可供借鉴的域外经验。In the 1990s,America has begun to promote the rule of law governance of school bullying,and it has relatively rich legislative and practical experience in the reporting system of school bullying.By combing through the specific provisions of the school bullying reporting system of primary and secondary schools in various school districts in the United States,it can be found that each school district has relatively detailed provisions on the judgment of school bullying,school bullying reporting process and supporting safeguards.These regulations provide a reference for the improvement of the basic definition of school bullying,the refinement of the mandatory reporting system and the improvement of the safeguards for the implementation of mandatory reporting.
