摘　　要：在科技创新和新产业革命进入关键期的大背景下,中国新质生产力进入“加速建设期”。上海产业国际竞争力波动上升,增长动能加快转换;创新开放相互支撑,内外链接正在加强。同时,外部市场多元丰富,制造服务加快融合。课题组基于全球价值链理论、产业生命周期理论以及内生增长理论依据,构建出包含市场表现力、产业成长力和产业创新力三个维度的上海产业竞争力评价体系,遴选上海“十四五”期间集成电路、生物医药和人工智能“三大重点产业”,以及电子信息、化工产业、汽车产业(新能源汽车)、民用航空、民用船舶和高端能源装备等6个长产业链、高复杂度、处于全球竞争前沿的产业进行综合分析,并在此基础上结合2025年发展趋势予以展望。Against the backdrop of technological innovation and the new industrial revolution entering a critical period,China's new quality productive forces has entered an"accelerated construction period".The international competitiveness of Shanghai's industries is fluctuating and rising,and the growth momentum is accelerating its transformation;Innovation and openness support each other,and internal and external links are strengthening.At the same time,the external market is diverse and rich,and the integration of manufacturing services is accelerating.Based on the global value chain theory,industry life cycle theory,and endogenous growth theory,the research group has constructed a Shanghai industrial competitiveness evaluation system that includes three dimensions:market performance,industry growth,and industry innovation.The system selects the"three key industries"of integrated circuits,biomedicine,and artificial intelligence during the 14th Five Year Plan period in Shanghai,as well as six long industry chains,high complexity industries,and industries at the forefront of global competition,including electronic information,chemical industry,automotive industry(new energy vehicles),civil aviation,civil ships,and high-end energy equipment.Based on this,a comprehensive analysis is conducted in conjunction with the development trend in 2025.
