摘　　要：城市物流科技创新是推动产业链、供应链优化升级,国际物流体系建设,国内外“双循环”战略实施的重要动力。以国内36个重要城市物流科技创新情况为研究对象,考虑了物流创新活动中的非期望产出,基于非期望产出的超效率SBM模型和Malmquist指数模型,从静态和动态两方面对城市物流科技创新效率进行分析。结果显示,我国物流科技创新效率总体呈增长趋势,主要靠技术和政策驱动。东部地区城市的规模效率、技术效率和纯技术效率总体上都高于中西部城市。在分析和评价了物流科技创新的基础上提出了广纳贤士、合理投入经费、关注非期望产出、增强各城市间创新协作的建议。Logistics science and technology innovation in cities is an important driving force to promote the optimization and upgrading of industrial chain and supply chain,the construction of international logistics system,and the implementation of"double cycle"strategy at home and abroad.Taking the logistics science and technology innovation of 36 important cities in China as the research object,considering the undesired output of logistics innovation activities,based on the Super-SBM-DEA model and Malmquist index model of non-expected output,we analyze the efficiency of logistics science and technology innovation in cities from both static and dynamic aspects.The results show that China's logistics science and technology innovation efficiency has a general growth trend,which is mainly driven by technology and policy.The scale efficiency,technical efficiency and pure technical efficiency of cities in the eastern region are generally higher than those in the central and western regions.Based on the analysis and evaluation of logistics science and technology innovation,suggestions are made to recruit talents,rationalize funding,focus on non-desired outputs,and enhance innovation collaboration among cities.
