制度质量、绿色创新与湖南经济高质量发展

摘　　要：制度质量成为影响一个国家和地区经济增长比较优势的重要因素。制度质量是否影响,以及如何影响湖南经济高质量发展,依然是值得深入研究的重要问题。基于湖南省2011—2021年14个市州的面板数据,从经济基本面、创新、协调、绿色、开放和共享六个维度评价湖南经济高质量发展水平,实证检验制度质量对湖南经济高质量发展的影响机制。研究发现:2011—2021年期间,湖南经济高质量发展指数由0.26增长至0.49,年平均增长率超过6%,其中,长沙经济高质量发展指数为0.64,位列全省第一,娄底经济高质量发展指数为0.30,相对较低;制度质量不仅对湖南经济高质量发展具有显著的促进作用,而且机制分析表明,制度质量能够通过绿色创新来促进湖南经济高质量发展;异质性分析表明,制度质量对湘南地区、洞庭湖生态经济区、长株潭地区和大湘西地区的经济高质量发展水平的促进作用依次减弱,且绿色创新的机制作用仅在大湘西地区得到验证;制度质量对高水平发展组经济高质量发展的影响作用大于低水平发展组,且绿色创新的机制作用仅在低发展水平组得到验证;制度质量对湖南经济基本面、创新、协调和开放发展水平均具有显著的促进作用,但对绿色和共享维度的正向作用并不显著。最后,为湖南经济高质量发展提出了针对性的建议。Institutional quality has become an important factor affecting the comparative advantages of economic growth in a country and region.Whether and how institutional quality affects the high-quality economic development of Hunan is still an important issue worthy of in-depth study.Based on the panel data of 14 cities and prefectures in Hunan Province from 2011 to 2021,this paper evaluates the level of high-quality economic development in Hunan from six dimensions:economic fundamentals,innovation,coordination,green,openness and sharing,and empirically tests the influence mechanism of institutional quality on the high-quality economic development of Hunan.The study found that during the period from 2011 to 2021,the high-quality economic development index of Hunan increased from 0.26 to 0.49,with an average annual growth rate of more than 6%.Among them,the high-quality economic development index of Changsha is 0.64,ranking first in the province,and that of Loudi is 0.30,which is relatively low;Institutional quality not only has a significant promoting effect on the high-quality economic development of Hunan,but also the mechanism analysis shows that institutional quality can promote the high-quality economic development of Hunan through green innovation;The heterogeneity analysis shows that the promoting effect of institutional quality on the high-quality economic development level of the southern Hunan region,the Dongting Lake Ecological Economic Zone,the Changsha-Zhuzhou-Xiangtan region and the western Hunan region decreases in turn,and the mechanism of green innovation is only verified in the western Hunan region;The influence of institutional quality on the high-quality economic development of the high-level development group is greater than that of the low-level development group,and the mechanism of green innovation is only verified in the low-level development group;Institutional quality has a significant promoting effect on the economic fundamentals,innovation,coordination and openness development level of Huna
