摘 要:利用商业化思维和市场机制来推动城市发展的城市企业主义为城市外交注入了新的活力和动力。竞合时代,城市企业主义的出现意味着城市管理方式转向了以推动地方发展和经济增长为目标的企业主义。城市在竞合时代为了保持可持续的竞争优势,积极通过城市外交将其国内的城市企业主义投射到国际舞台上。作为城市外交诞生地、推动者以及先锋者,法国地方政府在城市企业主义的推动下积极创新城市外交的发展模式,发展出新城市外交实践——“去中心化合作”。城市企业主义为城市外交带来了企业化的协调机制、城市品牌营销和商业导向的合作,推动了城市外交模式的创新和发展。在全球化和城市化的时代,城市外交的发展将继续推动国际关系的演变和发展。Urban entrepreneurialism,utilizing commercial thinking and market mechanisms,breathes new life and momentum into urban diplomacy.In this era of intense competition and cooperation,the emergence of urban entrepreneurship represents a shift in urban management towards market-oriented practices that aim to promote local development and economic growth.To sustain their competitive advantages,cities actively project their domestic urban entrepreneurialism onto the international stage through urban diplomacy.As the birthplace,promoter,and pioneer of urban diplomacy,the local government of France actively innovates the development model of urban diplomacy under the impetus of urban entrepreneurialism,giving rise to a novel practice known as“decentralized cooperation projects.”This article asserts that urban diplomacy in the era of competition and cooperation aligns with the action logic of urban entrepreneurship.Urban entrepreneurialism fosters corporate coordination mechanisms,city brand marketing,and commercially-driven collaborations within city diplomacy,thereby driving innovation and development in the field of urban diplomacy.In the age of globalization and urbanization,the advancement of city diplomacy will continue to shape and propel the evolution of international relations.
