摘　　要：市场准入制度作为社会主义市场经济的基础性制度之一,是推动有效市场与有为政府有机结合的重要抓手。为贯彻落实国家关于优化营商环境的政策方针,更好服务区域经济社会发展和丝绸之路经济带核心区建设,文章以提升市场准入便利度为切入点,通过实地走访、问卷调查等方式,在新疆开展深度调研。研究发现,地方政府虽能为企业提供开办便利和全流程基础服务,但仍存在改进空间,具体表现为基层服务主动性不足、政务平台建设滞后、区域准入政策协同性不高、准入后服务效能有待提升等问题。今后应从提升基础政务服务能力、强化政务服务平台建设、提高公平竞争审查质量等方面着手,提升新疆市场准入便利度,激发市场主体活力,助力新疆经济高质量发展。As one of the fundamental institutions of the socialist market economy,the market access system is an important tool for promoting the organic integration of an effective market and a proactive government.To implement China’s policies and guidelines on optimizing the business environment,and to better serve the regional economic and social development as well as the construction of the core area of the Silk Road economic belt,this paper,from the perspective of enhancing market access facilitation,conducted in-depth research activities in various prefectures of Xinjiang,China,through field visits,questionnaire surveys,and so on.The study found that local governments can provide businesses with the convenience of establishment and basic services throughout the entire process,there is still room for improvement.Problems such as insufficient initiative to serve grassroots,construction of government service platforms lagging behind,regional access policies lacking sufficient coordination,and low service efficiency after access still exist.Therefore,this paper proposes to improve the facilitation of market access in Xinjiang,China,by enhancing the basic government service capacities,strengthening the construction of government service platforms and improving the quality of fair competition review to stimulate the vitality of market entities and support the high-quality economic development in Xinjiang,China.
