以“条块结合”破解基层 治理中的“条块分割”困境——基于北京市“吹哨报到”改革的案例分析

摘　　要：基层治理现代化是国家治理现代化的重要组成部分,也是实现中国式现代化的重要依托。改革开放以来,基层治理中逐渐形成了“条块关系”的结构,但在基层实践中逐渐出现了“条条”结构和“块块”结构的分离,形成了事实上的“条块分割”并制约了基层治理的有效性。基层治理结构对基层治理的有效性会产生至关重要的影响,这已被基层治理实践所证实。为了破解基层治理中的“条块分割”困境,北京市通过“吹哨报到”改革重塑了基层治理中的条块关系,实现了从“条块分割”到“条块结合”的转变。北京市基层治理改革的经验就在于,通过赋权、下沉和建立保障制度理顺了基层治理的结构,形成了全过程人民民主的治理机制,在提升政府回应性的同时也增强了基层治理的效能。Modernization of grassroots governance is a crucial component of national governance modernization and an essential foundation for achieving Chinese-style modernization.Since the reform and opening-up,a structural relationship known as"sector-block relations"has gradually developed in grassroots governance.However,in practice,the sectoral and block structures have become increasingly disjointed,resulting in a fragmentation that undermines the effectiveness of grassroots governance.The structure of grassroots governance plays a pivotal role in determining its success,which has been confirmed by practical experience.To overcome the dilemma of"sectorblock fragmentation",Beijing has restructured the sector-block relationship through the"Whistleblowing and Reporting"reform,transforming it from fragmentation into integration.The key insight from Beijing's reform lies in its successful streamlining of the governance structure through decentralization,empowerment and the establishment of supportive systems.This has fostered a governance model based on whole-process people's democracy,which not only enhances government responsiveness,but also strengthens the overall effectiveness of grassroots governance.
