摘　　要：目的:评估我国省级医疗卫生服务系统运行效率及变化趋势,为进一步完善我国医疗卫生服务系统运行机制提供参考。方法:基于2012-2021年面板数据,第一阶段采用DEA-BCC模型来估算医疗系统的效率值;第二阶段利用Malmquist指数模型分析各省份的医疗卫生服务系统的全要素生产率。结果:2012-2021年期间,我国31个省份的投入指标年均增长率普遍高于产出指标;综合技术效率最高均值仅为0.972,各省份之间的综合技术效率差异依然显著。同时,全要素生产率均值为0.951,总体下降4.9%。结论:我国31个省份的医疗卫生服务系统投入产出情况有待改善;综合技术效率值总体水平较低,医疗资源配置与利用有待进一步优化;技术运用和投入规模相对合理,但技术革新有待促进与加强。Objective:To evaluate the operational efficiency and changing trends of provincial medical and health service systems in China,so as to provide reference for further improving the operational mechanism of China's medical and health service systems.Methods:Based on the panel data from 2012 to 2021,the DEA-BCC model was used in the first stage to estimate the efficiency value of the provincial medical and health service systems.The Malmquist model was used in the second stage to analyze the TFP of the medical and health service systems in each province.Results:During the period 2012-2021,the average annual growth rate of input indicators in China's 31 provinces was generally higher than that of output indicators.The highest average value of overall technical efficiency was only 0.972,and the differences in overall technical efficiency among provinces were still obvious.Meanwhile,the average value of TFP was 0.951,with an overall decline of 4.9%.Conclusion:The status of inputs and outputs of the medical and health service systems in 31 provinces across the country needs to be improved.The level of overall technical efficiency is relatively low,and the allocation and utilization of medical resources need to be further optimized.While the scale of technology application and investment is relatively reasonable,technological innovation needs to be promoted and strengthened.
