摘　　要：民用机场安全管理人员的胜任力对于培养和造就一支高素质的安全管理队伍是非常重要的。针对民用机场安全管理特点,构建民用机场安全管理人员胜任力的评价指标体系,考虑传统赋权方法受到评价专家主观因素的影响,采用OWA算子法确定评价指标权重,鉴于评价指标具有的不相容和不确定性,引入物元评价方法对民用机场安全管理人员胜任力进行评价。实例研究表明物元评价方法能充分地利用指标信息,客观评价民用机场安全管理人员的胜任能力,对提高民用机场安全管理人员胜任力水平具有重要的理论指导意义。The competency of civil airport security manager is very important to train and build a high quality control team.According to the characteristics of civil airport security management,the evaluation index system of the competency of civil airport security manager was constructed.Considering that traditional weighting methods were affected by subjective factors of evaluation experts,the OWA operator was used to determine the weight of evaluation index.Because of the incompatibility and uncertainty of evaluation index,the matter-element model was introduced to evaluate the competency of civil airport security manager.The case study shows that the matter-element evaluation method can make full use of index information and objectively evaluate the competency of civil airport security managers,which has important theoretical guiding significance for improving the competency level of civil airport security managers.
