摘　　要：随着互联网信息技术的发展,网络成为人类生产和生活的重要场域,其运行规则和规律与传统社会生活相比有了很大的变化,其带来的一系列问题也使网络生态治理成为国家治理的重要面向。党的十八大以来,习近平总书记高度重视网络生态治理问题,发表了一系列重要论述,为新时代网络生态构建指明了方向:一是以整体观念、目标导向和技术迭代为核心的顶层设计逻辑;二是以强大的技术支持、完善的网络法规和政策、优秀的人才队伍为基础的运行保障逻辑;三是以政策创新、管理创新和技术创新为支撑的创新发展逻辑;四是以全球化、互联互通、合作共赢、对外开放为标志的世界意义。深刻理解新时代网络生态的逻辑理路,有助于构建良好网络生态以及网络命运共同体和网络文明,为推进中华民族伟大复兴贡献力量。With the developments of Internet information technology,the Internet has become an important field of human production and life.Its operation rules and laws have changed greatly compared with traditional social life,and a series of problems brought by it have made online environment governance an important aspects of national governance.Since the 18th National Congress of the Communist Party of China,General Secretary Xi Jinping has attached great importance to the issue of online environment governance and published a series of important discourses which has pointed out the direction for the construction of online environment in the new era.Firstly,the top-level design logic centred on a holistic concepts,goal orientation and focused technology iteration.Secondly,the logic of operation guarantee based on strong technical support,perfect network regulations and policies,and excellent talent team.Thirdly,the logic of innovation and development supported by policy innovation,management innovation and technological innovation.Fourthly,the significance of the world marked by globalization,interconnection,win-win cooperation and opening up to the outside world.By deeply understanding the logic of this theory,we can improve the online environment,build a cyber community with a shared future,develop cyber civilization,and contribute to the advancement of the great rejuvenation of the Chinese nation.
