习近平文化思想视域下中华廉洁文化的旧邦与新命

摘　　要：推动中华优秀传统文化创造性转化和创新性发展(“两创”)是习近平文化思想的重大贡献。如果将中华优秀传统文化比作“旧邦”,那么实现其“两创”便是“新命”。传承中华文化“阐旧邦以辅新命”的传统,回应世界对中华文化发展的期待,有助于推进新时代文化繁荣。中华传统廉洁文化作为中华优秀传统文化的重要组成部分,其所拥有的丰富遗产具有重要时代价值,是推进文化自信自强的历史渊源,为党的自我革命提供不竭动力,成为培养干部思维能力的生动教材。中华传统廉洁文化的“两创”方略,是推进“第二个结合”的现实需要,也是加强党风廉政建设的必然要求。针对当前中华传统廉洁文化“两创”的制约因素,必须在以下方面进一步努力:加强各领域的机制建设,营造有利于中华传统廉洁文化“两创”的良好环境;抓住人才这一核心竞争力,通过培养文化主体的创新思维意识来增强内在动力;重视并保护本土特色文化资源,运用数字技术优化传统廉洁文化转化发展的方法路径;深化管理体制改革,激励干部在推动中华传统廉洁文化“两创”上积极作为。Promoting the creative transformation and innovative development(“two creations”)of China’s excellent traditional culture is a major contribution of Xi Jinping Thought on Culture.If we compare China’s excellent traditional culture to an“Old State”,we will find that achieving its“two creations”is a“New Destiny”.Upholding the tradition of“explaining the Old State to support the new destiny”in Chinese culture and responding to the world’s expectations for the development of Chinese culture can help promote cultural prosperity in the new era.As an important part of China’s excellent traditional culture,traditional Chinese integrity culture has rich legacies with significant contemporary value.It is the historical source for enhancing cultural confidence and strength,provides an inexhaustible driving force for the Party’s selfrevolution,and serves as a vivid textbook for cultivating the thinking ability of cadres.The“two creations”strategy for traditional Chinese integrity culture is a practical need for promoting“the second integration”and an inevitable requirement for strengthening the construction of integrity governance.In response to the current constraints on the“two creations”of traditional Chinese integrity culture,further efforts must be made in the following areas.The first is to strengthen mechanism building in all fields to create a favorable environment for the“two creations”of traditional Chinese integrity culture.Secondly,we should seize talent as the core competitiveness and enhance internal motivation by cultivating the innovative thinking awareness of cultural subjects.Thirdly,we should attach importance to and protecting local cultural resources with distinctive features,and optimize the methods and paths for the transformation and development of traditional integrity culture through digital technology.Lastly,we should deepen the reform of the management system and motivative cadres to actively contribute to the“two creations”of traditional Chinese i
