摘　　要：新时代国有企业提升核心竞争力对于有效增强国有企业核心功能、促进国有经济高质量发展、加快建设世界一流企业具有重要战略价值和意义。新时代国有企业核心竞争力的构成要素主要包括战略资源配置能力、原始技术创新能力、现代化治理能力、数字化运营能力和品牌国际影响力。党的十八大以来,中央不断完善深化国有企业改革的政策措施并开展了“科改示范”、管理提升和价值创造等系列专项行动,国有企业核心竞争力得到显著提升,但与世界一流企业相比仍然存在一定差距。新时代国有企业核心竞争力的提升应着眼于以下方面:以提高整体效率为目标,加强统筹战略资源优化配置;以原始技术突破为驱动,全面激发企业创新发展动能;以打造现代新国企为指引,提升企业现代化治理水平;以推动数字化转型为抓手,促进数字赋能高质量发展;以提升品牌影响力为导向,加快建设更多世界一流企业。Enhancing the core competitiveness of state-owned enterprises in the new era has important strategic value and significance for effectively enhancing their core functions,promoting high-quality development of the state-owned economy,and accelerating the construction of world-class enterprises.The constituent elements of the core competitiveness of state-owned enterprises in the new era mainly include:strategic resource allocation capability,original technological innovation capability,modern governance capability,digital operation capability,and brand international influence.Since the 18th National Congress of the Communist Party of China,the Party Central Committee and the State Council have continuously improved and deployed policies and measures to deepen the reform of state-owned enterprises,and carried out a series of special actions such as"demonstration of scientific and technological reform",management improvement,and value creation.The core competitiveness of state-owned enterprises has been significantly enhanced,but there is still a certain gap compared to world-class enterprises.Based on this,this article believes that enhancing the core competitiveness of state-owned enterprises in the new era should focus on the following five aspects:Firstly,with the goal of improving overall efficiency,strengthening the optimization and allocation of overall strategic resources;Secondly,driven by breakthroughs in original technology,comprehensively stimulate the innovative development momentum of enterprises;Thirdly,guided by the construction of modern new state-owned enterprises,we aim to enhance the level of modern governance in enterprises;The fourth is to take the promotion of digital transformation as the starting point and promote high-quality development empowered by digital technology;The fifth is to focus on enhancing brand influence and accelerate the construction of more world-class enterprises.
