新中国成立初期我国驻外使馆开展交际活动的历史考察

摘　　要：交际工作是外交工作的一个重要组成部分。新中国成立以后,我国实行独立自主的和平外交政策。由于我国第一批驻外使馆工作人员大都从革命战争中走来,尚未接触过外交工作,对于如何在驻在国正常开展交际活动还缺乏经验,以至于在很多交际活动中存在细节方面考虑不周等情况。对于这些情形,中共中央和外交部高度重视,及时给予政策指导。我国各驻外使馆也在实践中不断总结经验,加强学习。最终,在我国外交部门和驻外使馆人员的共同努力之下,驻外使馆在开展交际活动方面遇到的困难和问题都得到了化解,开展交际活动也从逐步摸索逐渐走上了正常的轨道。这一过程体现了我国驻外使馆以及工作人员不辱使命、履职担当、锐意开拓、勇毅前行的进取精神,为新中国的外交工作打开了局面,树立了新中国和平、友好、合作和负责任的国际形象。Communication work is an important component of diplomatic work.After the founding of new China,our country implemented an independent and peaceful foreign policy.Due to the fact that most of the embassy staff in China came from the revolutionary war and had not yet been exposed to diplomatic work,they lacked experience in how to carry out normal communication activities in the host country,resulting in inadequate consideration of details in many communication activities.The Central Committee of the Communist Party of China and the Ministry of Foreign Affairs attached great importance to these situations and provided timely policy guidance.Our embassies were also constantly summarizing experience and strengthening learning in practice.In the end,with the joint efforts of China’s diplomatic departments and embassy personnel,the difficulties and problems encountered in carrying out communication activities were resolved and embarked on a normal track in carrying out communication activities through exploration.This process reflected the enterprising spirit of our embassies and staff abroad,who fulfflled their missions,fulfflled their duties,forged ahead with determination and courage,opening up a new situation for the diplomatic work of new China,and establishing a peaceful,friendly,cooperative and responsible international image of new China.
