摘 要:党的二十届三中全会对教育科技人才一体化、新型举国体制、国家创新体系和发展新质生产力作出了重要部署。要准确理解一体化和国家创新体系下高校在促进新质生产力的新担当,就需要将高校放在历史的长河中、放在历史与现实中、放在国际与国内的维度下进行深入地、系统地考察。盛宣怀被誉为中国高等教育之父、实业之父,将其作为考察的起点,对理解中国高等教育传统,特别是高等教育与国家、产业、人才之间的关系是必要且关键的。中国近现代高等教育自诞生起就有着浓郁的教育兴国思想,强烈地将教育、人才、国家自强与产业发展联结在一起,这样的关系在不同历史发展阶段、不同社会状态下,呈现出或紧密或松散的状态。具体而言,在社会总体性生存遇到挑战或面临危机时,联结关系就会变得紧密,变得更有组织化。但从历史上看,紧密的联结既可以是以行政机制为基础,也可以是以市场机制为基础。尤其是在高校以科技创新为纽带,培养创新型人才,以科技创新和科技成果转化推动产业创新,促进新质生产力发展的当下,教育、科技、人才和产业之间可以形成更持久的、有活力的有机联系。The Third Plenary Session of the 20th Central Committee of the Communist Party of China made important arrangements for the integration of education,science,technology and talents,a new type of national system,a national innovation system and the development of new-quality productivity.To accurately understand the new responsibilities of universities in promoting new-quality productivity under the integration and national innovation system,it is necessary to place universities in the long river of history,in the context of history and reality,and in the international and domestic dimensions for in-depth and systematic examination.Sheng Xuanhuai is regarded as the father of China’s higher education and the father of industry.Taking him as the starting point for examination is necessary and crucial for understanding the tradition of China’s higher education,especially the relationship between higher education and the country,industry and talents.Since the birth of modern higher education in China,there has been a strong ideology of education for national prosperity,which strongly links education,talents,national self-improvement and industrial development together,and such a relationship is either very close or loose at different stages of historical development and in different social states.Specifically,when the general survival of society is challenged or facing a crisis,the linkage becomes tighter and more organized.Historically,however,tight linkages can be based on both administrative and market mechanisms.Especially at a time when universities are using scientific and technological innovation as a link to cultivate innovative talents,and scientific and technological innovation and the transformation of scientific and technological achievements to promote industrial innovation and the development of new-quality productivity,a more lasting and dynamic organic linkage can be formed among education,science and technology,talents and industry.
