关于造林碳汇项目额外性论证和非持久性风险探讨

摘  要:额外性是温室气体自愿减排机制的核心概念和要求。对造林碳汇项目的额外性论证的必要性、基本步骤及免于论证的相关要求进行了分析总结,同时,对导致造林碳汇项目人为净温室气体汇清除发生逆转的自然风险和人为风险进行了分析,提出了应对和减少非持久性风险的管理策略。以期为造林碳汇项目科学开发和有效管理提供借鉴和参考。Additionality is the core concept and requirement of voluntary greenhouse gas emission reduction mechanisms.This article analyzes and summarizes the necessity,basic steps,and requirements for exemption from argumentation of additionality in afforestation carbon sink project.At the same time,it analyzes the natural and human risks that lead to re-release of the net anthropogenic greenhouse gases removal by sinks for afforestation carbon sink project,and proposes management strategies to address and reduce non-permanence risks in order to provide reference for the scientific development and effective management of afforestation carbon sink project.
