嵌入性视角下公益青年自组织参与留守儿童社工服务实践机制研究——以四叶草乡村留守儿童陪伴团为例

摘　　要：公益青年自组织是以青年为主体,以社会公共利益为目标取向,自发成立、自主发展、自我运行,具有利他性、非营利性、自主性的非正式组织。公益青年自组织在开展志愿服务、助力慈善事业发展、促进社会和谐方面发挥了积极作用。公益青年自组织通过组织嵌入、关系嵌入、服务嵌入、成果嵌入、经验嵌入的实践机制参与留守儿童社工服务,但也面临着现实困境:一是政策嵌入不足,相关政策及社会支持较少;二是组织嵌入不足,可持续发展能力较弱;三是关系嵌入不足,协同机制稳定性较差;四是价值嵌入不足,社会知晓和认可度较低。为更好地促进公益青年自组织有效参与留守儿童社工服务,一是要加大政策嵌入,落实保障机制;二是要加强组织嵌入,赋能团队建设;三是要加深关系嵌入,促进多方联动;四是要加重价值嵌入,营造良好氛围。Public welfare youth self-organizations are altruistic,non-profit,and autonomous informal organizations with young people as the main force and oriented towards serving public interests.These organizations are established,developed and operated autonomously.They have played a positive role in providing voluntary services,supporting the advancement of charitable causes,and promoting social harmony.Public welfare youth self-organizations participate in social work services for left-behind children through practical mechanisms such as organizational embedding,relational embedding,service embedding,achievement embedding,and experience embedding.However,the following challenges are faced:The first is insufficient policy embedding,with limited policy support and social support.The second is inadequate organizational embedding,with their capacity for sustainable development being relatively weak.The third is inadequate relational embedding with the stability of collaboration mechanisms being poor.The fourth is insufficient value embedding,resulting in low public awareness and social recognition.To better facilitate the effective participation of public welfare youth self-organizations in social work services for left-behind children,the following measures are recommended:Firstly,we should strengthen policy embedding and implement robust support mechanisms;Secondly,we need to strengthen organizational embedding and empower team development,fostering sustainable growth and capacity building;Thirdly,it is crucial to deepen the relational embedding,facilitating collaboration and partnerships among multiple stakeholders;Fourthly,we should enhance value embedding,raising public awareness and fostering a supportive social environment.
