摘  要:多源流理论对分析高等教育数字化何以成为国家战略具有较强的解释力:问题源流是高等教育数字化的生成动因,凸显了普及化高等教育的诉求变化、疫情与逆全球化等焦点事件的影响以及高等教育数字化的现实困境等关键问题;政策源流是高等教育数字化的逻辑支点,强调了学界研究成果的理论逻辑、国内其他领域的实践逻辑、国外高等教育的经验逻辑以及教育变革发展的技术逻辑的支撑作用;政治源流是高等教育数字化的动力起点,包括政府执政理念的势能驱动、国民情感立场的民意积聚以及教育利益主体的诉求表达等动力要素。在三种源流动态嵌入汇聚的基础上,政策倡导者凭借成熟契机,成功开启高等教育数字化战略之窗。The Multiple Streams Approach has a strong explanatory power to analyze why the digitization of higher education has become a national strategy.Among them,the source and flow of problems are the driving force for the digitalization of higher education,highlighting the change of demands for universal higher educa⁃tion,the impact of focal events such as the COVID-19 epidemic and anti-globalization,and the realistic dilem⁃ma of digitization of higher education.The policy source is the logical fulcrum of the digitization of higher educa⁃tion,which emphasizes the supporting role of the theoretical logic of academic research results,the practical log⁃ic of other fields in China,the empirical logic of foreign higher education and the technical logic of educational reform and development.The political source is the starting point of the power of digitalization of higher educa⁃tion,including the potential energy driven by the government’s ruling concept,the accumulation of public opin⁃ions from the national emotional stance and the appeal expression of the educational interest subjects.On the basis of the dynamic nesting and convergence of the three sources,policy advocates have successfully opened the strategic window of the digitalization of higher education by virtue of the mature opportunity.
