“政党—国家—社会”视域下的基层党建引领农村治理探究

摘　　要：党建引领农村治理是中国基层治理现代化的鲜明特色,也是实现第二个百年奋斗目标的重要举措。立足于“政党—国家—社会”三维视角,回溯基层党建引领农村治理的历史脉络,经由初步酝酿、曲折探索、稳步推进和快速跃升四大阶段,并且内蕴不同的阶段性特征。百余年来基层党建引领农村治理具有经验启示,主要表现为:坚持中国共产党的领导是根本点,提升基层政权组织权力是立足点,坚守“人民至上”根本立场是关节点,正确认识社会主要矛盾是结合点。通过梳理历史脉络和总结经验,能够进一步增强农村基层党建的政治领导力、思想引领力和群众组织力,为农村基层社会治理添亮点、谱写新篇,实现农村基层社会治理的提质增效。Guiding rural governance through Party building is a distinctive feature of the modernization of community-level governance in China and an important measure to realize the Second Centenary Goal.Based on the three-dimension perspective of“Party-state-society”,this paper traces back to the history of guiding rural governance through Party building at the primary level.For more than 100 years,the experience of guiding rural governance through Party building at the primary level indicates that to uphold leadership by the Party is the fundamental point,to promote the power of political organizations at the primary level is the foothold,to adhere to the fundamental position of putting the people’s interests firs is the joint point,to correctly understand the main social contradictions is the bonding point.By sorting out the historical context and summarizing the experience,we can further strengthen the political leadership,ideological leadership and mass organization ability of Party building at the primary level in the rural area so as to increase bright spots and write new chapters for the rural community governance to improve the quality and efficiency of social governance at the primary level in rural areas.
