高校章程中的学生校内权利救济——基于安徽省89所高校章程的文本分析

摘　　要：从大学生校内权利及救济规定角度对89所公办高校章程的文本进行分析后发现,大学章程在保障学生权利方面得到了进一步的完善,但仍然存在申诉机制程序性缺位、听证机制形同虚设等问题。为此,高校章程应从搭建多渠道的权利救济体系、加强学生权益表达机构建设和构建多元化的权利救济监督体系等方面予以完善,不断推进学生校内合法权益的保障与落实。After analyzing the texts of the charters of 89 public universities from the perspective of the rights and remedies of college students,it is found that the charters have been further improved in safeguarding students'rights,whereas there are still problems such as procedural deficiencies in the appeal mechanism and the ineffectiveness of the hearing mechanism.To this end,university charters should be improved by establishing a multi-channel rights relief system,strengthening the construction of student rights expression institutions,and building a diversified rights relief supervision system,so as to continuously promote the protection and implementation of students'legitimate rights and interests on campus.
