摘 要:质量是开放大学的生命线。当前开放教育质量保证面临着顶层设计缺位、组织基础薄弱、实施过程松散、结果运用低效等困境,亟须从理论和实践层面寻求解决思路。基于全面质量管理视角,以PDCA循环为基础,明确开放教育质量保证理念基础,构建“规划决策—组织实施—监控评估—反馈改进”质量保证循环运行机制,形成“标准体系、运行体系、监控评估体系、反馈改进体系”四位一体的质量保证体系,为探索具有更高系统性、标准性和持续性的开放教育质量保证提供新的思路和选择。Quality is the cornerstone of open universities.However,current quality assurance in open education faces significant challenges,including the lack of top-level design,weak organizational foundations,fragmented implementation processes,and inefficient utilization of results.Addressing these issues requires both theoretical and practical solutions.Drawing on the principles of Total Quality Management(TQM)and the PDCA(Plan-Do-Check-Act)cycle,this paper clarifies the foundational concepts of quality assurance in open education.It proposes a cyclical operational mechanism for quality assurance,encompassing"planning and decision-making,organizational implementation,monitoring and evaluation,and feedback-driven improvement."Furthermore,the study establishes an integrated,four-in-one quality assurance system,comprising the"standards framework,operational system,monitoring and evaluation system,and feedback-improvement system."These approaches offer innovative strategies and options for enhancing the systematicity,standardization,and sustainability of quality assurance in open education.
