摘　　要：航空业是典型的军民两用高技术产业。民用航空创造的经济价值为军用航空发展提供更多的资源,军用航空的强大为民用航空的发展提供有力保障。民用航空和军用航空运行性质、目的均有不同,目前还没有一个类似国际民航组织这样的全球性机构来推动和管理军用航空器安全和标准统一化的工作,但大多数国家的军机在适航管理时借鉴了国际民航组织的适航审定思路并发展形成各国的军机适航管理做法。为科学梳理欧洲航空产品军民融合发展的适航审定做法,本文分析了欧洲航空产品军民融合发展的适航理念、法规体系,分析了当前欧洲军民用航空器适航审定路径和审查方式,并对未来欧洲军民用航空器适航管理深度融合发展的趋势进行提炼,以期为推动我国航空业军民融合发展提供一定的参考和依据。The aviation industry is a typical high-tech sector combining military and civil applications. The economic value generated by civil aviation provides more resources for the development of military aviation, while the strength of military aviation gives strong support to the development of civil aviation. The operational nature and objectives of civil and military aviation are different. There is currently no global organization dedicated to promoting and managing the safety and unification of standards of military aircraft, like the International Civil Aviation Organization is doing to civil aircraft. However, most countries develop their own practices for military aircraft airworthiness management by drawing upon the airworthiness management principles of ICAO. To scientifically sort out the airworthiness certification methods of European aviation products under the military-civilian integration background, this paper introduces the airworthiness management concepts and regulatory framework of European aviation products for military-civilian integration, analyzes the current paths and review methods for airworthiness certification of military and civil aircraft in Europe, and summarizes the trend of deep integration of future airworthiness certification of military and civil aircraft in Europe, in order to provide reference and basis for promoting the development of military-civilian aviation integration in China.
