摘　　要：为提高科研综合实力和国际竞争力,英国研究与创新署制定了科研卓越框架(REF)。近日,该署发布《REF2028:初步决定和进一步协商的问题》。在REF2021的基础上,REF2028对科研环境、科研产出、科研影响和评估方式等做出了一定的改变,丰富了科研环境要素的内涵,取消了对个人科研产出的关注,允许灵活调整案例研究数量,采取措施减轻行政人员工作负担。REF2028体现出包容、人本和卓越的评估理念,对我国构建多元参与、中国特色和世界水平的高校学术评价体系具有重要的借鉴和启示意义。In order to improve the comprehensive strength and international competitiveness of scientific research,UK Research and Innovation issued Research Excellence Framewark(REF).Recently,it published REF2028:Initial Decisions and Issues For Further Consultation.Based on REF2021,REF2028 has made certain changes to the scientific research environment,output,impact and evaluation methods,which enriches the connotation of scientific research environment elements,removes the focus on individual research output,allows flexible adjustment of case study numbers,and takes action to reduce the burden of administrative staff.REF2028 adheres to the assessment concept of inclusiveness,humanism and excellence,which has important reference and enlightenment for China to build a world-level academic evaluation system with multiple participants and Chinese characteristics.
