摘　　要：作为语言安全的构成要素之一,国家翻译安全内嵌于国家安全各领域,事关国家总体安全。学界虽已认识到翻译与国家安全的厉害关系,但尚未明确界定“国家翻译安全”概念,亦缺乏系统的研究议题规划。本文在国家安全学视域下,考察翻译的国家安全属性,从概念演绎出发界定国家翻译安全的内涵,剖析国家安全学与国家翻译安全研究的内在耦合关系,并以国家安全学研究框架为基础,尝试设置国家翻译安全研究框架。翻译的泛在性和功能性决定了翻译具有国家安全属性,这种安全属性使得国家翻译安全研究与具有横断延伸性的国家安全学能够深度耦合。当前的国家翻译安全研究尚难以满足国家对翻译安全研究的迫切需求,这种研究“赤字”客观上要求翻译应作为一种安全要素被纳入国家安全学的研究框架中。国家翻译安全问题及其治理、国家翻译安全能力建设和国家翻译安全教育应列为主要研究议题。State translation security constitutes a component of language security and permeates various facets of state security,profoundly influencing a states overall security posture.Despite widespread recognition of the intrinsic link between translation and state security,a precise definition of“state translation security”and a comprehensive research framework remain elusive.This paper,situated within the context of state security studies,endeavors to elucidate the conceptual nuances of state translation secu-rity through deductive analysis.By examining the intertwined nature of translation and state security,it seeks to establish a robust research framework for exploring this vital field.Our analysis reveals that the pervasive nature and strategic importance of translation endow it with inherent security implications,thereby warranting its integration into the framework of state security studies.This integration facilitates a holistic understanding of state translation security,extending its reach across various domains of state security.Despite advancements,existing research in this domain falls short of addressing the pressing national imperatives concerning translation security.Consequently,there is a compelling need to prioritize research on state translation security issues and their governance,state translation security capacity building,and state translation security educational initiatives within the broader context of state security studies.
