数字技术赋能民族事务治理现代化:基本逻辑、要素特征与路径依循

摘　　要：数字化是国家治理现代化的重要面向,数字技术对于民族事务治理现代化具有重要的赋能意义。数字技术在民族事务治理的应用过程中具有“工具服务价值”的结构共驱逻辑和“多元聚合中心”的过程同频逻辑,这构成了数字技术赋能民族事务治理现代化的基本逻辑。数字资源的共享性、数字空间的开放性、数字算法的精准性等要素特征,在合理利用的基础上能够有效推动民族事务治理的主体联动、场域拓展与方式升级。在治理主体层面形成民族事务治理的数字化协同机制,在治理资源层面加快民族事务治理数字平台建设与监管,在治理实践层面丰富和完善民族事务治理场景的技术嵌入设计,将进一步强化数字技术“机制-平台-算法”与民族事务治理“主体-资源-实践”之间的过程协同,有利于数字技术深度赋能民族事务治理现代化,为铸牢中华民族共同体意识提供坚实的治理依托。Digitization is an important aspect of modernizing our national governance,and digital technology has great significance for empowering the modernization of ethnic affairs governance.The application of digital technology in the ethnic affairs governance has a structural co-driving logic of“instrumental service value”and a process-based co-frequency logic of“diverse aggregation centers”,which constitutes the basic logic of digital technology empowering the modernization of the ethnic affairs governance.The sharing of digital resources,the openness of the digital space,and the precision of digital algorithms,among other essential features,can effectively promote the main linkage,field expansion and model upgrading of the ethnic affairs governance on the basis of reasonable and standardized utilization.Establishing a digital collaborative mechanism for the ethnic affairs governance at the level of governance entities,accelerating the construction and supervision of the digital platforms for the ethnic affairs governance at the level of governance resources,enriching and improving the technology-embedded design of the ethnic affairs governance scenarios at the level of governance practice,and further strengthening the process-based collaboration between the digital technology of“mechanism-platform-algorithm”and the ethnic affairs governance of“subject-resource-practice”will be conducive to the deep empowerment of digital technology for the modernization of the ethnic affairs governance,providing a solid governance basis for enhancing the sense of the community of the Chinese nation.
