摘  要:先秦儒家监察思想与其仁政思想密切相关,不仅包括与民同乐的内在要求,而且认识到权力制约、体察民意是实现与民同乐的必要保证。先秦儒家监察思想旨在通过建立统一、权威的准则以约束统治者的权力;通过畅通民意表达渠道为制定政策提供依据;通过选贤任能使吏治清明,健全社会治理。总的来说,先秦儒家以礼为根本依据,以监察制度为辅的顶层设计在限制官僚权力、规范社会体系的同时强化对个体的道德要求,从而使内圣外王具有实现的可能。The pre-Qin Confucian supervision thought is closely related to its thought of benevolent government,including not only the internal requirements of sharing with the people,but also realizes that power restriction and observation of public opinion are the necessary guarantee to the sharing with the people.Through the consolidated and authoritative rules,the power of the rulers could be restricted;through the channels of public opinion,rulers could find the premises of making policy;through the officials selection,the social governance could be better.In a word,the top-level design of Confucianism in the pre-Qin Dynasty was based on the ritual system and the supervision system,restricts the bureaucratic power and standardizes the social system,and strengthens the moral requirements for individuals,thus making it possible to achieve the inner sageliness and outer kinglinesss.
