摘　　要：实施产业基础再造工程,是新时代新征程我国保障产业链供应链韧性和安全、构建现代化产业体系的重要抓手和重大举措。近年来,通过实施产业基础再造工程,我国产业技术基础明显夯实,部分产业的“卡脖子”问题得到一定程度缓解,产业质量基础支撑能力和创新服务能力有了明显提高,但产业自立自强和高质量发展的技术基础仍然相对薄弱,部分关键核心技术与设备对外依赖程度仍然较高。未来,推动产业基础再造工程高质量发展再上新台阶,可遵循“政府引导、企业主导,协同共进、链式突破,基础优先、融合发展”的思路,采取培育升级市场主体,夯实产业生态基础,加快产业链升级,扩大利用国际资源和国际市场的推进策略。在保障机制方面,需要加强顶层制度设计,强化产业基础再造工程的组织保障能力;优化政策支持体系,强化产业基础再造工程的政策支撑能力;加强创新体系建设,强化产业基础再造工程的技术支撑能力;优化资金供给,提高产业基础再造工程的保障能力;集聚培养人才,强化产业基础再造工程的人才支撑能力。Implementing the industrial foundation reconstruction project is an important lever and measure for China to ensure the resilience and security of its industrial and supply chains and to build a modern industrial system in the new era and new journey.In recent years,China's industrial technology foundation has been significantly improved through the implementation of the industrial foundation reconstruction project,with the bottleneck problems of some industries being alleviated to a certain extent and the ability to support industrial quality and innovation services being significantly improved.However,the technological foundation for achieving industrial self-reliance and high-quality development is still weak,and the external dependence on some key core technologies and equipment remains high.In the future,to promote the high-quality development of the industrial foundation,we should follow the principle of government guidance,enterprise leadership,collaborative progress,chain breakthrough,foundation priority,and integrated development.The strategy of cultivating and upgrading market entities,consolidating the industrial ecological foundation,accelerating the upgrading of the industrial chain,and expanding the utilization of international resources and markets should be adopted.The following measures should be taken to improve the guarantee mechanisms for the industrial foundation reconstruction project,including strengthening the top-level system design to enhance the organizational guarantee capability,optimizing the policy support system to strengthen the policy support capability,strengthening the innovation system construction to enhance the technological support capability,optimizing the supply of factor resources to enhance the factor resource support capability,and gathering and fostering talents to strengthen the talent support capability.
