摘  要:目的:对安徽省16个市级疾控机构卫生人力资源进行公平性分析,为优化资源配置提供依据。方法:选取卫生专业技术人员、执业(助理)医师、检验师(士)和注册护士作为指标,运用集聚度法计算资源集聚水平,结合熵权TOPSIS法确定各指标权重并排序,通过空间自相关分析和GIS技术揭示资源配置空间集聚特征及分布差异。结果:卫生人力资源集聚度分布在0~1.44之间;熵权TOPSIS法评价中排名前三的分别为铜陵、黄山和马鞍山市,排名后三的分别为阜阳、亳州和宿州市;卫生人力资源集聚度存在局部空间聚集效应;皖南地区集聚度较高,整体呈现由南向北递减的分布规律。结论:安徽省疾控机构卫生人力资源配置总量不足且存在地区差异。建议综合人口、地理面积和经济发展水平等多种因素制定财政投入政策,促进地区间资源合理配和优势互补。Objective:To analyze the equity of health human resources in 16 municipal disease control institutions in Anhui province,and to provide basis for optimizing resource allocation.Methods:Health professionals,practicing(assistant)physicians,examiners and registered nurses were selected as indicators.The clustering degree method was used to calculate the resource clustering level,and the entropy weight TOPSIS method was combined to determine the weight and rank of each indicator.Spatial autocorrelation analysis and GIS technology were used to reveal the spatial clustering characteristics and distribution differences of resource allocation.Results:The concentration degree ranged from 0 to 1.44 In the evaluation of entropy weight TOPSIS,Tongling,Huangshan and Maanshan ranked the top three,while Fuyang,Bozhou and Suzhou ranked the bottom three.The concentration degree of health human resources has local spatial aggregation effect.The concentration degree of health human resources in southern Anhui is high,and the distribution law of health human resources decreases from south to north.Conclusion:The total allocation of health human resources in disease control institutions in Anhui province is insufficient and different.It is suggested to formulate financial input policies based on population,geographical area and economic development level,so as to promote reasonable resource quotas and complementary advantages among regions.
