摘  要:目的:系统介绍人工智能应用于卫生政策领域的演进,为加快推动数字中国建设提供依据。方法:利用VOS⁃viewer软件,选取Web of Science(WOS)和中国知网(CNKI)数据库中1991年至今与人工智能卫生政策相关的文献,纳入1385篇有效文献进行回顾性统计和可视化分析。结果:人工智能卫生政策研究的演变包括4个阶段,即初始探索期(1991—2017年)、快速增长期(2018—2021年)、慢速滞增期(2021—2022年)和稳定增长期(2022年至今)。研究者较零散,尚未形成合作网络。英文文献中出现机器学习咨询、新冠病毒、深度学习、伦理风险等高频关键词,中文文献中出现医疗智能决策、医保支付、“互联网+”等高频关键词。热点研究主题集中在应用范围、突发公共事件政策和政策监管3个方面,此领域研究潜力巨大。结论:人工智能应用于卫生政策研究是近年研究热点,未来在卫生政策设计和推行时要秉持多主体合作发展的态度,重视医疗系统面临的技术风险,完善人工智能应用医学监管体系。OBJECTIVE To investigate the policy evolution of AI applications in the health sector and provide a theoretical foundation for advancing the development of a digital and intelligent China.METHODS Utilizing VOSviewer software,it selected articles related to AI health policies from 1991 to the present in the Web of Science and CNKI databases.A total of 1385 valid articles were included for retrospective statistical and visual analysis.RESULTS The research on AI applications in health policy can be categorized into four developmental stages:the initial exploration period(1991—2017),the rapid growth period(2018—2021),the slow stagnation period(2021—2022),and the stable growth period(2022—now).The researchers were scattered and had not yet formed a cooperative network.High-frequency keywords such as machine learning consultation,novel coronavirus,deep learning,and ethical risk appeared in English literature,while high-frequency keywords such as medical intelligent decision-making,medical insurance payment,and“Internet+”appeared in Chinese literature.The hot research topics focus on three aspects(application scope,policy response to public emergencies and policy supervision),and the research potential in this field was huge.CONCLUSION The application of AI in health policy research is a hot topic in recent years.In the future,in the design and implementation of health policy,it should uphold the attitude of inheriting the multi-subject cooperative development,pay attention to the technical risks faced by the medical system,and improve the supervision system of AI applied medicine.
