摘 要:在县中振兴背景下,普通高中跨区域招生受到社会广泛关注。分析发现,普通高中跨区域招生产生的原因主要有四:一是在优质普通高中和民办高中的双轨扩张下实现“野蛮生长”;二是在以优质普通高中名额分配和自主招生为主的改革中获得合法性;三是在升学率驱动下成为地方政府与优质普通高中共谋的产物;四是在教育投资与回报考量下家长主动选择跨区域就读。当前,跨区域招生治理工作面临招生目标多重性、评价标准单一性、教育资源级差性等多重挑战。应抓住普通高中招生制度改革的主要矛盾,通过进一步完善普通高中学校评价体系、促进市域内普通高中均衡发展、科学调整跨区域招生比例等多种路径,推进普通高中跨区域招生治理工作取得成效。With the revitalization of county senior high schools,cross-regional admissions have garnered significant public attention.This study identifies four main reasons for the trend of cross-regional admissions in regular senior high schools.Firstly,the rapid and unregulated growth of the system has occurred due to the expansion of both prestigious regular high schools and private high schools.Secondly,cross-regional admissions have gained legitimacy through reforms that emphasize the allocation of quotas for prestigious regular high schools and allow for independent recruitment.Thirdly,the pursuit of higher enrollment rates has led to collaboration between local governments and prestigious high schools,further propelling this trend.Lastly,parents are increasingly choosing to enroll their children in schools in other regions due to considerations of educational investment and potential returns.Currently,the governance of cross-regional admissions faces several challenges,including unclear admission objectives,a lack of diverse evaluation criteria,and discrepancies in educational resources.To effectively tackle these issues,it is essential to focus on the primary contradictions within the admission system reforms for regular senior high schools.A multifaceted approach that includes improving the assessment framework for schools,promoting balanced development among municipal regular high schools,and scientifically adjusting the proportion of cross-regional admissions can lead to better governance outcomes.
