教育学博士招生“申请—审核”制的困境与对策——基于19所高校招生政策文本的分析

摘  要:选取我国19所高校教育学博士招生“申请—审核”制的政策文本,对其进行内容分析和统计分析,从申请条件、申请材料及提交形式、考核内容和形式、考核成绩占比情况四个观测指标进行分析。发现教育学博士招生“申请—审核”制存在以下问题:申请要求存在专业偏向,缺乏包容性和透明度;考评体系不够科学,缺乏综合性和多元性;考核成绩占比不尽合理,缺乏一致性和公正性。基于此,应从以下方面进行改进:优化申请要求设置,提供信息公开和透明;重整考核内容和形式,多方位考核考生综合素质;审慎设定成绩占比,加强考核的公正一致性。The study selects the policy texts of“application-examination”system for doctoral admission system of education major in 19 universities in China,and makes content analysis and statistical analysis,and analyzes them from four observation indicators:application conditions,application materials and submission forms,examination contents and forms,and the proportion of examination results.The study finds that the following problems exist in“application-examination”doctoral admission system of education major:the application requirements are professionally biased,lacking in inclusiveness and transparency;the assessment system is not scientific enough,lacking in comprehensiveness and plurality;and the proportion of examination results is not reasonable,lacking in consistency and fairness.Based on this,the study concludes that improvements should be made in the following aspects:Optimize the setting of application requirements to provide open and transparent information;Reorganize the content and form of examination,and examine the comprehensive quality of candidates in many ways;Carefully set the proportion of grades and strengthen the fairness and consistency of assessment.
