政策学习视野下的企业技术创新政策变迁研究——基于197份国家层面政策文本的实证分析

摘　　要：政策学习能够有效提高企业技术创新政策的科学性与有效性。基于1995-2022年中央层面的政策文本,构建“政策学习主体—政策学习动力—政策学习经验—政策目标与工具学习—政策变迁”的理论分析框架。通过对比不同时间段内的企业技术创新政策,勾勒企业技术创新政策的变迁过程,利用定量分析与定性分析相结合的方式深入探讨其内在的因果关系。研究结果表明:企业技术创新政策是一个不断发展的政策过程。近30年来,针对企业技术创新政策存在的问题,政策主体通过不同类型的政策学习调整了政策目标和政策工具的使用情况,从而导致了政策变迁。需要指出的是,政策学习的类型和政策工具的使用都呈现出比例失衡的特征,在将来的企业技术创新政策发展过程中,政策主体应充分借鉴国内外先进的政策和实践经验,制定切实可行的政策目标并合理搭配政策工具,加强合作,以提升政策的科学性和有效性。Policy learning can effectively improve the scientificity and effectiveness of enterprise technology innovation policies.Based on the policy texts at the central level from 1995 to 2022,a theoretical analysis framework of“policy learning subjects-policy learning motivation-policy experience-policy learning-policy change”was constructed.By comparing the enterprise technology innovation policies in different time periods,the change process of enterprise technology innovation policies was outlined,and its internal causal relationship was deeply explored by combining quantitative analysis with qualitative analysis.The research results show that enterprise technology innovation policy is an evolving policy process.In the nearly 30 years from 1995 to 2022,in response to the problems of enterprise technology innovation policies,policy subjects adjusted policy goals and the use of policy tools through different types of policy learning,which led to policy changes.It should be pointed out that the types of policy learning and the use of policy tools are both characterized by imbalance.In the future development of enterprise technology innovation policies,policy subjects should fully learn from advanced policies and practical experiences at home and abroad,formulate practical policy goals,reasonably match policy tools,and strengthen cooperation to improve the scientifically and effectiveness of policies.
