摘 要:针对终端配电网响应大电网调峰调频指令和时刻控制余电不上网问题,提出一种终端配电网“功率平衡优化-AGC调频控制-自平衡控制”多时间尺度有功优化控制模式,保证满足联络线节点有功功率不倒送,并在15min时间尺度上响应大电网调峰指令、在3min时间尺度上响应大电网调频指令、在0.5~1s时间尺度上实现终端配电网有功功率自平衡控制。建立终端配电网余电不上网模式下的多时间尺度优化控制模型,保证在联络线节点响应大电网调控指令的前提下,实现终端配电网多时间尺度有功功率平衡优化控制。通过仿真验证分析,证明了多时间尺度有功优化控制模式能够有效响应大电网调峰调频指令和时刻控制余电不上网,并具有较好的鲁棒性。In this paper,a multi⁃time scale active power optimization control mode of power balance optimization⁃AGC frequency modulation control⁃self⁃balancing control is proposed for the terminal distribution network to respond to the peak shaving and frequency regulation instructions of the large power grid and to control the surplus power not being connected to the grid,which ensures that the active power of the PCC point is not reversed,and responds to the peak regulation command of the large power grid on the 15⁃minute time scale,the frequency modulation command of the large power grid on the 3⁃minute time scale,and the self⁃balancing control of the active power of the terminal distribution network on the 0.5⁃1 s time scale.A multi⁃time scale optimization control model is established under the mode of residual power of the terminal distribution network not being connected to the grid,so as to ensure that the multi⁃time scale active power balance optimization control of the terminal distribution network is realized under the premise that the PCC point responds to the regulation and control instructions of the large power grid.Through simulation verification and analysis,it is proved that the multi⁃time⁃scale active power optimization control mode can effectively respond to the peak shaving and frequency regulation instructions of the power grid and control the residual power not being connected to the grid at all times,and has good robustness.
