高职教育质量监测性评估:内涵特征与实施要义

摘　　要：监测性评估是高等院校主动回应数智时代要求,适应教育评估改革发展趋势提出的一种新的评估理念。实施高职教育质量监测性评估,需要科学理解监测性评估的内涵,准确把握其具有的技术驱动、协商参与、过程导向、数据支撑和多维服务五个特征。为了有效推进高职教育质量监测性评估,可从健全教育政策与制度制定、完善监测性评估信息平台、构建增值评估指标体系、培养专业评估工作人员,以及形成评估结果应用机制等方面提供实施保障。Monitoring⁃oriented evaluation represents an emerging evaluative paradigm through which higher education institutions proactively address the demands of the digital intelligence era while aligning with the evolutionary trajectory of educational assessment reform.To operationalize this approach in higher vocational education,it necessitates:a scientific comprehension of its ontological connotation;precise identification of five defining attributes—technology⁃driven methodology,collaborative engagement mechanisms,process⁃centric orientation,data⁃empowered infrastructure,and multi⁃tiered service dimensions.For effective implementation,strategic safeguards should be institutionalized across five domains:strengthening policy frameworks and institutional architectures,optimizing the monitoring⁃oriented evaluation information ecosystem,constructing value⁃added assessment metric systems,cultivating professional evaluator competencies,and establishing cyclical feedback mechanisms for evaluation outcomes application.
