摘 要:利用多源流理论为政策分析工具对其制定的内在逻辑进行阐释分析的结果表明,《中华人民共和国爱国主义教育法》的出台是问题源流、政治源流和政策源流三源流交汇的结果。其中,全球化浪潮下爱国主义教育面临挑战、爱国主义教育实效性不高构成问题源流;政府官员、人大代表及政协委员的呼吁、专家学者的建言献策,以及新闻媒体的集体讨论构成了政策源流;爱国爱党爱社会主义相统一的执政理念以及国民的“家国情怀”构成了政治源流。The internal logic of the formation of the Patriotism Education Law of the People’s Republic of China is explained using the multiple source flow theory as a tool for policy analysis,and the results of the analysis show that the introduction of the Patriotism Education Law is the result of the convergence of the three source flows,namely,problematic source flow,political source flow,and policy source flow.Among them,the challenges of patriotic education under the wave of globalization and the ineffectiveness of patriotic education constitute the source of problems;the appeals of government officials,deputies to the National People’s Congress and members of the Chinese People’s Political Consultative Conference,the advice of experts and scholars,and the collective discussions of the news media constitute the source of policies;the ruling philosophy of the unity of patriotism,love for the Party and love for socialism,as well as the national“family and national sentiment”constitute the political source of problems.The ruling philosophy of unity of love for the Party and socialism and the national“family and country sentiment”constitute the political stream.
