民族地区社区服务现代化发展路径探析——以内蒙古自治区为例

摘　　要：本研究以内蒙古自治区为例,通过对12个盟市及其下属旗县的9 642份问卷调查数据进行分析,考察了民族地区社区服务现代化发展状况。研究从居民对社区服务现代化认知、社区服务政策措施现代化、社区服务体系规划现代化、社区服务基础设施现代化、社区服务工作队伍现代化五个维度展开分析。研究发现,内蒙古自治区社区服务现代化建设虽取得了一定成效,但仍存在社区服务城乡发展不平衡不充分、社区整合资源能力差、服务供给多样性和精细化水平有待提升等问题。针对这些问题,本文提出四条优化路径:健全社区服务体制机制,建立监管评估机制;加强社区服务专业化、信息化建设,提高社区服务水平;明确政府和社区职能定位,提高社区服务社会参与度;对农村社区和牧区社区进行专项扶持,推进公共服务社区全覆盖。This paper examines the modernization of community services in ethnic regions,using the Inner Mongolia Autonomous Region as a case study.Based on an analysis of 9642 questionnaire survey responses collected from 12 prefecture-level cities and their subordinate counties,this paper evaluates the development status of modernization of community services in five dimensions:residents’awareness of modernization of community services,modernization of policy measures for community services,modernization of community service system planning,modernization of community service infrastructure,and modernization of community service workforce.The findings reveal that while progress has been made in the modernization of community services in Inner Mongolia,challenges persist,including imbalanced and insufficient urban-rural development of community services,weak resource integration capabilities within communities,and a need to enhance the diversity and precision of service provision.To address these problems,this paper proposes four optimization pathways:(1)improving institutional mechanisms and establishing supervision and evaluation systems for community services;(2)strengthening the professionalization and informatization of community services to elevate service quality;(3)clarifying the roles of government and communities to boost social participation in community services;and(4)providing targeted support for rural and pastoral communities to achieve full coverage of public services.
