摘　　要：智慧社区是数字时代创新基层治理的趋势所在,也是推进现代社区和基层治理现代化的题中之义。数字技术不断重塑着基层社会治理体系和治理效能,本文以“结构-过程-功能”范式为分析框架,分析传统治理体系下面临的现实困境,剖析数字技术驱动基层治理转型的内在逻辑,并进一步探讨城市基层治理转型的发展进路。Smart community is the trend of innovative grass-roots governance in the digital era,and it is also the meaning of promoting the modernization of modern community and grass-roots governance.Digital technology is constantly reshaping the grass-roots social governance system and governance effectiveness.This paper takes the“structure-process-function”paradigm as the analytical framework,analyzes the realistic dilemmas faced by the traditional governance system,analyzes the internal logic of the transformation of grass-roots governance driven by digital technology,and further explores the development path of the transformation of grass-roots governance in the city.
