摘　　要：村民自治是发展全过程人民民主的基础工程和直接体现。新时代,推动全过程人民民主在基层落地,就要切实将全过程人民民主理念和要求贯穿于村民自治实践全过程,推动村民自治提质增效。在村民自治实践全过程人民民主过程中,各级党组织、政府、村级组织、村民、社会力量等多元主体既是实践参与者和利益相关者,也是实现高效能基层治理的缔造者和秩序遵循者。然而,在具体实践中,核心利益相关者界定模糊、利益相关者沟通与协调有效性不足、利益相关者难以共享协商成果等问题还比较突出,制约着基层民主推进以及全过程人民民主的发展进程。因此,须以区分农村多元治理主体类型为前提,精准识别核心利益相关者,建立多元共治的协商民主机制,组建协商民主议事平台,加强各利益相关者间的意见沟通与利益整合,推动广泛、平等、有效的基层协商民主制度化建设,增强多主体的治理共识和协同能力,进而提升农村基层治理效能。Villagers’self-governance is the basic project and direct manifestation of the development of people’s democracy in the whole process.In the new era,to promote the implementation of whole-process people’s democracy at the grassroots level,it is necessary to effectively incorporate the concepts and requirements of whole-process people’s democracy throughout the entire process of villagers’autonomy,and to promote the enhancement of the quality and effectiveness of villagers’autonomy.In the process of practicing whole-process people’s democracy in villagers’self-governance,Party organizations at all levels,the government,village-level organizations,villagers,social forces and other pluralistic subjects are not only participants in the practice and stakeholders,but also the creators and followers of order to achieve efficient grass-roots governance.However,in practice,the problems of ambiguous definition of core stakeholders,insufficient effectiveness of stakeholder communication and coordination,and difficulties in sharing the results of consultation among stakeholders are still relatively prominent,restricting the promotion of democracy at the grassroots level as well as the development of democracy for the whole process of people.Therefore,it is necessary to differentiate the types of multiple governance subjects in rural areas,accurately identify the core stakeholders,establish a consultative and democratic mechanism for pluralistic co-governance,set up a consultative and democratic platform,strengthen the communication and integration of the interests of various stakeholders,promote the institutionalization of grassroots consultative and democratic construction in a broad,equal,and effective manner,and enhance the consensus and synergistic capacity of governance of multiple subjects to improve the effectiveness of grassroots governance in rural areas.
