环境影响评价与排污许可制度衔接分析

摘　　要：在污染源管理中,环境影响评价与排污许可制度均发挥着重要作用。环境影响评价主要对规划及建设项目在选址、设计、施工、实施等阶段可能带来的环境影响进行科学评估,并提出预防及减缓不良影响的措施。排污许可制度则是通过审核后准许排污,是污染源合理排放及控制的法律依据。两者在衔接上存在显著意义,构建相关法律体系,统一技术标准并强化监管力度,可以更有效地监管污染源,保护生态环境。In the management of pollution sources,both environmental impact assessment and pollutant discharge permit system play important roles.Environmental impact assessment mainly scientifically evaluates of the potential environmental impacts that may arise during the stages of site selection,design,construction,and implementation stages,and proposes measures to prevent and mitigate adverse effects.The pollution discharge permit system,on the other hand,grants permission to discharge pollutants after review,serving as the legal basis for the rational emission and control of pollution sources.The integration of these two systems holds significant importance.Establishing a relevant legal systems,unifying technical standards,and strengthening regulatory efforts can more effectively regulate pollution sources and protect the ecological environment.
