地区环境管制对重污染企业绿色投资的影响研究——基于新质生产力的调节作用

摘　　要：随着我国经济进入高质量发展阶段,发展绿色经济的呼声越来越高。特别是“双碳”目标提出以来,绿色低碳转型和可持续发展成为企业高质量发展的必由之路。重污染企业的绿色投资已成为正确处理和协调人口、资源、环境与经济相互关系的一条重要途径。地区环境管制对重污染企业开展绿色投资的影响巨大。文章以2013—2022年我国A股重污染行业上市公司为研究样本,从立法与执法维度细化地区环境管制,探索其对重污染企业绿色投资的影响,以及新质生产力对两者关系的调节效应。研究结果表明:地区环境管制与重污染企业绿色投资之间的关系呈现先扬后抑的趋势,地区新质生产力有助于强化地区环境管制对重污染企业绿色投资的积极作用。文章从细分维度拓展了地区环境管制理论研究范畴,为环境管制与新质生产力的融合研究提供了新视角,并为重污染企业绿色投资实践提供了理论参考。With China's economy entering a stage of high-quality growth,the call for developing a green economy is becoming increasingly pronounced.Especially since the proposal of“dual carbon”goal,green and low-carbon transformation and sustainable development have become a must for the high-quality growth of enterprises.Against this backdrop,green investment emerged as an important way for heavily polluting enterprises to properly handle and coordinate the interrelationships between population,resources,environment and economy.Furthermore,the impact of regional environmental regulations on green investment is enormous.Accordingly,based on Chinese A-share listed companies in the heavy polluting industry from 2013 to 2022,the thesis refines regional environmental regulations in terms of legislation and law enforcement to explore their impact on green investment,and the moderating role of new quality productivity on the relationship between the two.The research findings indicate that the relationship between the two shows a rise-fall pattern.In addition,new quality productivity helps to strengthen the positive effect of regional environmental regulation on green investment.In summary,this paper expands the research scope of environmental regulation theory,sheds new light on the integration of environmental regulation and new quality productivity,and provide theoretical reference for green investment practices of heavy polluting enterprises.
