摘 要:以29份政策文本为研究对象,基于政策工具理论,构建了博士生教育分流退出制度的政策工具类型(X维度)与政策内容要素(Y维度)的二维交互式模型,分析发现:我国博士生教育分流退出制度的政策工具选择以劝诫性工具和命令性工具为主,以激励性、能力建设性与系统变革性工具为辅;政策内容要素侧重对博士生教育分流退出制度的目的与保障、理念与路径的强调,对其主体、原则及标准的重视程度较弱。为提高博士生教育质量和水平,促进博士生教育分流退出制度的有效执行,亟需采取如下措施:加强顶层政策设计,优化政策工具类型的创新组合;细化政策内容要素,增强分流退出制度的可操作性;建立政策评价机制,做到政策动态更新与时俱进。This paper used the theory of policy tools to look at 29 relevant national policies to construct a two-dimensional interactive model for the policy tool types(X dimension)and policy content elements(Y dimension)of the diversion-withdrawal system in doctoral education.It found that the policy tool selection of China’s doctoral diversion-withdrawal system is mainly advisory and mandatory,supplemented by incentive,capacity building,and systemic shift tools,and that the policy content emphasizes the purpose and guarantee,concept and path of the diversion-withdrawal system while focusing less on its subjects,principles,and standards.To strengthen the quality and level of talent cultivation in doctoral education and promote the effective implementation of the doctoral education diversion-withdrawal system,it recommended that it is necessary to consolidate the top-level policy design,optimize the innovative integration of policy tool types,refine policy content elements,enhance the operativity of the diversion-withdrawal system,and establish a policy evaluation mechanism to ensure the dynamic updates of policies are in pace with the times.
