摘 要:校园欺凌是威胁儿童青少年身心健康发展的全球性问题,各国通过立法、政策文件及干预项目积极推动防治工作,然而校园欺凌现象依然普遍存在。本文基于生态系统理论,深入探讨了构建校园欺凌多主体防治体系的理论框架和实践路径。通过分析芬兰、挪威等国的成功案例,强调了政府、学校、家庭和社区协同合作的重要性。基于此,结合我国集体主义文化和学校教育特点,分析我国在校园欺凌多主体防治体系建设中的成就与不足,提出了一套包含不同主体、职责明确、分工合理、配合紧密的校园欺凌防治体系实践方案,旨在为我国构建有效的校园欺凌防治体系提供理论支持和实践借鉴。School bullying represents a pervasive global issue that poses a significant threat to the physical and mental well-being of children and adolescents.Despite efforts by various countries to address this issue through legislation,policy documents,and intervention programs,bullying continues to be a widespread problem.This study,grounded in the Society Ecological Systems Theory,delves into the theoretical framework and practical pathways for establishing a multi-agent prevention and intervention system against school bullying.By examining successful cases from countries such as Finland and Norway,it underscores the critical importance of collaboration among governments,schools,families,and communities.Building on this foundation,and considering the unique features of Chinese collectivist culture and educational practices,the study analyzes both the achievements and shortcomings in China's efforts to establish a multi-agent prevention and intervention system for school bullying.Subsequently,this study proposes a comprehensive,practical framework for such a system,characterized by diverse stakeholders,clearly defined responsibilities,rational division of labor,and seamless coordination.The aim is to provide theoretical support and practical insights for the construction of an effective school bullying prevention and intervention system in China.
